Several thousand protesters are gathering this morning in Quebec City to protest possible new legislation limiting the rights of municipal workers. The demonstrators want to prevent the provincial government from giving municipalities the power to impose work conditions on their employees when negotiations fail.

The protesters believe that power will be included in a new fiscal pact between the province and municipalities — a bill that will be introduced before June 10.

Municipal Affairs Minister Martin Coiteux has not confirmed whether these measure will be included in the bill.

The protest is taking place outside the Congress Centre in Quebec City, where a meeting for the Union of Quebec Municipalities is taking place.

The Quebec City police have blocked off several roads near the centre.
