The Akali sarpanch of Khuradpur village, Satnam Singh, has courted controversy after a video showing him hitting a Dalit, Surinder Pal, with bricks went viral on the social media.The incident took place after the complainant alleged that the sarpanch was conniving with NRIs to encroach upon a piece of the common panchayat land (shamlat land) near his house. and when he protested he was attacked.Pal has approached SSP Harmohan Singh, Deputy Commissioner K K Yadav, SHO Parminder Singh and BDPO Ajay Kumar.Although the Adampur police has registered a case under Section 323 (punishment for voluntarily causing hurt) of the IPC, the complainant has been demanding a case under the SC/ST Act. The victim said he had filed a complaint with the BDPO but no action was taken.On May 17, when the sarpanch along with the NRI started constructing a wall on the shamlat land, he protested their move and even informed the BDPO to visit to take stock of the situation.“When I tried to stop the construction work, the sarpanch took a brick and hit me on my head. I sustained severe head injuries and was admitted to a hospital. Fortunately, one of my well wisher recorded the entire incident on his phone,” the victim added.“Let’s see if police acts or gives in to political pressure,” he said.Sarpanch Satnam Singh said no encroachment was being done. In fact, the land where wall was being constructed was not a shamlat land but belonged to the NRI. “Surinder was creating a controversy and had filed a false complaint,” he said. BDPO Ajay said the sarpanch was not helping with the encroachment and NRI was the owner of the land.SHO Parminder Singh said the case registered under Section 323 of the IPC was adequate as per the law.
